I am not seeing the westward spread as Wexler shows it. There are a lot of die markers for stage A and B, do they match? Also your coin was struck by what looks to be a quite deteriorated die, as indicated by the outside lettering spreading towards the rim, and there is nothing on Wexler for stage C or D to compare to. JMO

I think it might be, but it's very worn down. First off, like you said, notching on the 7. And another thing is the "E" in "We". It looks almost identical to the one on wexler... This could mean it is from the same hub or is a result of the doubling. Another indicator is the T and Y in "Liberty" like you said about it looking like westward doubling. The T is longer on the left side than the right and the Y is also showing this a bit. Which is also like the coin on wexler. IMO, it could definately be the WDDO-002
Do you see the concave backs of the B and E in Wexler's coin? I don't know if you can notice the funniness in his 9, but if you look up the 1943 Class 6 DDO, where it's most extreme, you might get the idea a little. Those are diagnostics in that DDO. Basically, LIBERTY will lean a little concave left, and the 9 will show distortion and distension at the bottom. These are hard to attribute, because of how they're caused. Yours has wear and strike doubling, from what I'm seeing. Even if it is a DDO Class 6, nobody is going attribute it, as such, just based on this. You really need to take a dive into this class of doubling to get it, as this is but just a piece of it. But it is die doubling, just a very unfamiliar and subtle type. Hope I didn't go overboard. Just trying to explain it, best I know how.
Here is a different cent. a 1941. The little . between the G and O is weird. It is not dust or anything, and it didn't come off with a little fingernail action. Looks very nice and round lol
