Probably a rolled thin planchet. Normal weight of copper plated zinc cent is 2.5 grams +/- .10g (2.4-2.6g).
If it was struck on a clad dime planchet, wouldn't it look the color of a clad dime? Pretty clearly a cent planchet, just a little underweight. As previously mentioned most likely rolled thin.
Maybe it was struck in Malaysia! If we tried hard enough, we could come up with all sorts of illogical reasons. But, let's be realistic. What is the most likely cause?
It's a thin-rolled planchet. It's no big deal. The thickness of the sheet it was punched from was rolled a little thin. Bake six-billion cookies punched from cookie sheets and if you get one that's a little thin that's how big a deal this is.
Just a slightly thin rolled cent on a copper coated zinc planchet. Nothing to write home about. It happens.
