I am unaware of any eBay policy "auctions like these". However, for coins (and only coins), he made a mistake. For "Raw and uncertified coins"; Again, these rules are valid only for coins and not even for currency.

And even though it's in the description and not the title, the use of "PCGS" is keyword spamming. And finally there's what rim's cents pointed out. I would STRONGLY request that no one bid on any of those listings. That only encourages this sort of violation. Getting eBay to do anything about it is tough enough.
Well, I learn something every day. However, for me, I will have better luck reporting coin violations.
I agree. Reporting is VERY important. eBay will never find the violations. I believe it will work best if the violations are posted in here, then several people report the same listing.
Guys used to get around this policy by trying to list "a manila envelope" and "I will put some free stuff in the envelope, but you are only bidding on the envelope." There's just something in our nature that loves the allure of that auction. I guess it's what keeps Vegas running. Kanga, good job finding that policy. Definitely a violation.
I guess there must be something in some people's nature to make that alluring, but there is absolutely nothing in my nature.
With all the phony garbage being offered on EBay, why get up tight about a little harmless tolling for the truly stupid?
