    Appears to be PMD or Post mint damage . Or while being transferred from mint to the Bank . Hard to tell for sure .

    Something hit the coin to cause those marks on the pillars.

    Not your question, but many people think there is doubling on some of the columns. The columns near the center and at the edges have other columns or building parts behind them so that's the design as intended.

    I'll have to fully agree with all of the above. But keep looking, you'll find something.
