There's an error called a 'straight clip'
    http://www.error-ref.com/_straight_clips_/

But I'm not sure if this is one or not. I don't have enough experience to evaluate if it's that or just someone having at it with a hack saw :)

Can you take an image directly at the edge of the quarter? That might give insight.

I think clips have a more pronounced edge. I could be wrong but it looks like pmd to me.

Yeah, it looks pretty ragged. I would think a straight clip would be consistent...

As mentioned above, a well focused photo of the edge showing the area would be a deciding factor.

    Is that clear enough?

It looks like it's been ground down to me. I'm still going with PMD.

I see no teeth marks from a hack saw, so that's ruled out. :) Personally I'm back to lacking experience seeing an actual straight clip. @bsshog40 has a point about it being ground down, but I'm not sure.

I think I'll have to defer to the experts in the forum like @paddyman98 and @Mountain Man to give their opinion.

There is also a "ragged clip", but I'll wait to see what @paddyman98 sez

Looks altered after it left the Mint. Clips don't look like that.

Nope. The OLLA of Dollar and RTY of Liberty would be weaker
    And a pronounced Blakesley

Ok, after a little more reading from:
    http://www.error-ref.com/blanking-and-cutting-errors/
I see that this does not have features #2 'Fade-out and taper of the design rim' (like @Heavymetal's nickel above) nor #5 'Metal flow in design elements'.

Based on that I'm going to have to agree with PMD, sorry @Felicia04. Thanks for sharing this finding though, it turned into a interesting investigation.

Or I could have spent five less minutes typing and just read @paddyman98's post

"Fade out" is not always present on small clips. Neither is the Blakesley effect.
