I cannot see a cud on that image. A cud is a die break that starts at the rim and gradually spreads into the field as the die deteriorates further
If you are referring to the area between shoulder and Liberty, that looks like a ridge ring forming, a sigh of a deteriorating, worn die. You can also see how the letters are stating to spread toward the rim, another sign.
