I'm going with broad struck even though I'm not 100% sure what that is just because this coin looks like it has more going on than just being off center. Edit: So I looked it up and surprisingly I was 100% right on what I thought broad struck was, lol. So yeah broad struck, final answer Regis, for the $1M.
The obverse is broad struck, The reverse is broad struck on the bottom but not top. Struck with partial collar on top, note lip on top edge of coin and closeness of letters to the edge. Not a true complete / out of collar broad strike.
