It's post mint damage, no way something like that could happen at the mint. It looks like that section was drilled out and then soldered back on at a different angle.

I agree with Raider. Just someone with too much time on his or her hands. A portion was removed and then replaced. It could not have happened at the Mint so it is damage.

    Thanks,
    Bill

Looks like something that had to do with a punch press. Pretty clever.

Let's be serious here, a drill will destroy the material being removed, So it will not be available to be reinserted into the hole. A punch press works by striking the coin with tons of pressure, this I am sure will deform the coin and smash out any detail on the plug. So I seriously doubt these two scenarios.
I am not saying it is a mint error, I doubt that it is. But spouting off with totally implausible answers do not help.
Budd....The circles look raised, are they? Do you have a picture on edge?

Why would anyone think this was done at the mint? It's post mint damage that's it.

I think it's possible to have been punched, the pressure needed to punch through copper plated zinc would be minimal, look at the reverse you can see the point of the punch, with some leather and a soft hammer it can be done.
