@ForeverPsalms91&23&35 Yes. That is an error. It is caused by a worn die. Called a Die crack. The overused Reverse Die cracked in that area so when it struck the Blank Planchet the metal flowed into the space on the Die. It is not extra metal nor does the Die Crack the Planchet.
