Hello all, I have this 1997 P quarter I got from pocket change a few months back.

Is the obverse a double die around the front of Washington's face and eye?

Also, on the reverse on the bottom of the eagle's right wing there is a "step". I have not been able to find any info or other examples.

Any help/info would be greatly appreciated, thank you for your time.

Yes, I saw the bold, underlined "doubled" in the above reply. Thank you much.

Also, any idea what's going on with the eagle's wing? I only keep "strange" looking coins that I get from pocket change and have been doing so for about 20 yrs and never saw anything like this.

That was caused by the strike. The other wing is affected in the same area but less so.
