This sort of error is referred to as a 3rd Print Shift. I'd say this one is rather minor compared to others I've seen it may fetch a few dollars over face but not worth a whole lot.

Need to see the back. Then you can see what may have happened during the printing process. It's as if the second printing (districts#)was off. :)-O)

I am sorry to say that what you have said is incorrect. It has been mentioned that it's a 3rd printing error and thats what it is.
The 3rd printing involves the SN's and seals.

The reverse of this note should be normal...unless during the other printings there was a mishap as well.

As I understand it. The backs are printed first. The next the ovb plate next, then the districts, and last the seals and ser#s next. When I was (1996) in Washington, DC. I went throught the printing facility and saw how it was done then. Changes may have been made with the new colored currency. Back then each time that the currency sheets go through the presses, and as a new color is added, it goes through a short dryer section, then to the next color with each added color. And as the last ones are printed the highest serial numbers are all on the bottom of the stacks, and all the lowest numbers on top. :)-O)
