ICG is a quality TPG -- every bit as good as NGC or PCGS or ANACS when it comes to these coins, in my experience. However, like any TPG, you will find "good" and "bad" examples of just about any grade. But here's why I'm reticent to agree with the OP's assertion that this coin is overgraded: This coin is known for a weak strike, and being able to accurately grade worn coins that exhibit weak strikes can be difficult for even the most experienced numismatists. Therefore, I am not convinced this coin is overgraded, and would very much like to see better/larger pictures/scans of the coin before passing judgment. To answer the OP's question: No, I have never used a grade guarantee. I have a few coins that need to be addressed (all PCGS), and I hope this situation turns out to your satisfaction. Will keep you posted. I did send to IGC for a regrade and hopefully with get an education from the process. Thanks to everyone for the input.
By the way, I based my "guess" of this coin being overgraded on a side by side comparison of a PCGS graded 10 under magnification. Both had that equal wear on the hairline and wing feathers. This has been a good learning adventure.
Heck, I even buy SEGS and PCI slabbed coins sight seen if they are nice. Without dates on the holders, some of them will meet or beat the top 4, at significant savings. Jim
