    Because such marks are permitted on coins of MS64 by the TPG. Personally, I would grade it a 63.

    That's some nasty toning on the obverse. I know that's not a factor, even without the toning I think 64 is a stretch. I guess that's why you buy the coin and not the slab.

    Imo that coin is not a 64, I would give it a 63.
