1964 Lincoln Cent Rim Error

Hey guys,

Just wanted to ask about this '64 cent I came across going through a BU roll. I thought it was a clip at first, but now I'm not sure what I have exactly. It might be PMD, but I don't know. It occurs at the same location on each side of the coin.

Yes to incomplete planchet
