With the scratches in front of the nose, below the I, on the cheek, jaw and back of neck and the strange, pitted surface I would be surprised if it made MS63

The "texture" is from a stressed die. Technically, that doesn't figure into the grade. Market grading, of course, is a different racket. Normally, from what I've seen, it's a toss-up whether the TPGs will gem on a wasted die.

Do you consider this texture to be orange peel?

Honestly, I didn't know they had a name for it. It's just from a fatigued die. The next stage, it will have wrinkles, like a prune.

The "texture" might be die stress as @eddiespin posted, but it could also the result of someone dipping the coin in mild acid to make it look brighter. With the large number of marks that that coin has on Ike's face, it's a long way from MS-65 unless we are using the "grade-flation" system. Under that system, anything is possible.

I didn't think of acid. Headbang for that because that would also tend to rough the coin like that, too. Good second opinion, doctor. Rx. :)

And you were so close to my wife's nickname. Only one word missing, similar to fatigued.

Looks to me like the entire coin is textured, therefore a v. poor image. I'll bet the die is not worn ant that is haze.

Did increasing the image size make a difference in the opinion?

The question was, "Do you think this is an MS65"?

That helps. i was not sure if the answer was concerning orange peel appearance, or the poor image/haze opinion.
    Thank you.

Any opinion concerning the orange peel appearance of the poor image/haze opinion?

Did you know there’s more Vitamin C in the peel than in the pulp and the juice? I wonder if you can eat this coin.

There is, but the zest from the peel is the thing.
And, if I was 3 years old again, I would probably eat it. I did that a lot.

A little bit of dip, IMO as a possible issue mentioned by @johnmilton.
