Both large and small sized 10 pence were issued in 1992. The large sized were indeed only issued for sets, but the smaller size were issued for circulation, with a mintage of 1.4 BILLION.

As for the "APAXMEE", that is Greek indeed. Actually it's "drachmes" in Greek characters. That 100 drachmes circulation coin shows King Alexander. The inscription on that side says "Megas Alexandros" (Alexander the Great) and below "Basileus Makedonon" (Macedonian King). The text "Elliniki Dimokratia" on the other side means "Greek Republic"; the word "Vergina" refers to the star of Vergina in the center, a symbol of the ancient Macedonian kings. Christian
