new penny rolls

2 questions, i have the rail splitter lincoln rolls around 20 of them in those white tight non reusable wrappers and was wondering if i should open them and put them in a tube or keep them rolled (the rolls are in a vacuum ziplock bag)

And i recently got a box of the 3rd release pennies and on the bottom of them box it says that it was sealed august 2, 2008, but the coins were 2009; was the box made in 08 or sealed in 08??
