    It is a year 17(1942), Aluminium 1 sen(Y# 59). Minted under Hirohito(Showa), and depicts a Chrysanthemum above Mount Fuji. It has a mintage of 119,709,832 and valued in VF, XF, Unc at 15¢, 25¢, 75¢(respectively).

    The character "ichi" (1) is a horizontal line, so the top of the coin is on the right side of your bottom picture.

    Amazingly the 119-million+ mintage makes this the rarest coin of the design. The 1941 mintage exceeded 1-billion and the 1943 mintage of nearly 1.8-billion was split between the same .65g as the earlier years (1.16-billion+) and a reduced .55g. (627-million+).
