I think something may have peeled it back also. Probably was post-mint. Someone may have applied something to the surface after the damage, but the coin is definitely missing a layer of metal. I just thought it was unusual so decided to share it. The stash of pennies I found it in equaled about 8000 coins. I found this and a couple of other oddities, and also a 1998 and 2000 WAM.

I agree with many of the comments that it appears post-mint. The color of the white metal appears inconsistent with that of exposed zinc.

A gum wrapper, foil or paint all seem like reasonible guesses, but unless I had the coin infront of me I wouldn't put money on the table as to which one it was.

I'm willing to bet 100 credits that it is foil, if we are allowed to gamble here.

No, it is clearly the copper coating and a thin layer of zinc that were peeled back when this coin was post mint damaged.

    plating issue

I think it is a foil of some kind...I have seen it before, and also have seen other substances that look like part of the coin, and then you realize it will peel right off...just maybe it had been there for so long that it looks like it became one with the penny.

The part under the first 0 of 2001 looks like it was ripped from around the D mint mark, so that's why I think it is a thin layer of the coin folded over, crumpled, and pushed back down by machinery damage.

You might as well peel it back and let us know if it is a layer of the coin or just a foil gum wrapper since it is clearly post mint damage.

It looks like someone took a silver paint marker to it. the left side of the "smudge" it looks like a marker was used. Just my opinion:D

I've posted this before, and I know it's hard to tell from my image(can't wait till the Dino-light gets here), but the metal is DEFINITELY missing. The are in question is indented(incuse is it?). There is a definite edge where the zinc looking area meets the copper, and this edge is lowered, not raised. I agree with others though that it's probably post-mint damage.

Try using your nail and scratch the edge a little. If it peels back a little of the top layer, you should be able to find out whats going on.
