I don't know what tools he used but most carvers use gravers , the same tools you use for engraving guns .

There was a forum member of on the CU that specialized in re-carving coins like this. Have not seen him post in a long time though. He would sell his work on e-bay.

 

If you could wedge a bottle of bourbon into the coin that would make it an excellent Grant.
