Mules occurred when two different kinds of back plates were concurrently used. The most common are the 12-subject mules printed in the late 1930s/1940s when the BEP changed the size of the plate serials on small-size face and back plates. Mules were again printed during the late-1940s when a group of "late-use" plates were used, also for printing 12-subject small-size notes. Modern mules occurred during the 1980s and 1990s when the BEP started new back plates sequence and it is possible to find notes from the same print runs with high 3 and 4-digit back plates and low 1 and 2-digit back plates.

Check my site for information. It discusses only $5s, but the same process happened with the other denominations.
