Usually a coin is in a plastic case and then in the outer case. that coin seems to be raw in the case. It is a raw coin into a vevlet case! And it is a proof coin.
The proof version was not delivered in plastic cases, these pieces were delivered in blue velvet cases, with the inscription Banco Central Del Uruguay. The same happens with the gold pieces, the only ones that were delivered in plastic envelopes were the common pieces. The coin has a patina that is not properly appreciated in the photos, it looks more like plastic residue, but it is not really like that.
