Designers initials on back of 1989 penny

I have looked at these initials a hundred times. The G does not have the "Arrow" at the top of the G. In the photo, the G looks like it dips a little on the bottom but, under high magnification, it doesn't.

I just looked at a dozen different Lincoln reverses... and the initials on every one looked different. I guess if you magnify them enough you can find subtle differences.

 

It's a 1989 set of initials.
