Just a guess: It could be one of the barbarous imitations of a Gallic Empire ruler. I suppose it could be a modern replica also but I'll guess it is a barbarous Tetricus I.
Appears to be an imitation. Also, the obverse looks to be intended for a coin of the deified Claudius II, thus the IVO corruption. So, probably an unofficial mule of that obverse and a reverse from an antoninianus of Claudius or Tetricus.
