Welcome to Coin Talk. What's the date of your coin? Also, you should post a photo of the entire reverse of the coin. If the date is 1982 or later it could be linear plating blisters you're seeing. That's why a pic of the entire reverse is needed. http://www.error-ref.com/?s=linear+plating+
Looks like it took a hit across the staircase. The very last picture above is quite telling. Looks to be gouged with displaced material.
To me that looks like linear plating blisters in a zinc cent that just happened to appear on the steps of the Lincoln Memorial.
