This just makes me scratch my head. I can understand this being graded a 58, as the coin seems to be nearly flawless. I can't see how it could have ever been graded an MS61. If it is an MS grade, would seem to have needed to be at LEAST an MS64
It has some ugly marks on it. But on the R of Liberty also has some wear. Definitely not MS64 though. Even without wear. Look at the same kind of coin in MS63, and even that looks better.
I don't detect anything resembling circulation wear from that part of the coin. But, I don't do very well with photos.
I really don't like guessing from photos, but if forced to, I would suspect the cheek and breast accounted for a circulated designation. I would never bet on that from the photo, though.
61 on that one was just a whiff. IF you were going to grade that MS it should have certainly been higher
