that's the best i can do but they look to be raised. they also is no damage to the steps or the letters they just end where they meet.
They could be elongated gas bubbles but i will say more like die gouges there's a point at the end of one of them and they usually run like that on the fields JC
Since it appears to be slightly incuse, I am leaning towards a hit (damage) on the coin or a "Struck Thru" error but more towards the hit. The reason I say this, is because there appears to be material displaced along the perimeter which sits higher than the fields. However, if the area is in relief, then it is more than likely a Die Gouge. I guess the question to the OP, is whether it is incuse or in relief???!!! Frank
