I was searching some more coins and came across a 1968d with all the letters in In God We Trust touching the rim of the coin it also has a slightly smashed or worn look . The L in LIBERTY was also touching the rim. Thanks for your time and input.
It normal for cents of this time. It normal for cents of this time we see this often. I think it is either the planchet was in the upsetting mill to long, the copper was to soft or the die wear was advanced.
Just normal wear, and the crummy strikes that the mint did at the time. Most 1968's look crummy like this, look at an unc.
The master hubs had been use for years and were pretty well worn out by this time and was suffering from a loss of detail of the bust and it was spreading causing the IGWT and L in LIBRTY to be closer to the rim each year. By 1968 it was pretty lousy. That was why they completely redid the Master hub in 1969. If you look at the 1969 cents you will see the bust is much sharper and a little smaller and the inscriptions are well away from the rims.
