Looks like a good candidate for a Mis-Annealed planchet.
It has luster, which is a start. Can't tell for 100% certain from the photos.

Before the OP sends it in to a service, it's probably not worth the
submission fees, imo.

Nice tonning Nickel. It is an SMS no doubt. One trick for the impropery annealing coins it is the side of the coin. ejected from the collar, have the normal metalic color.
