No, it is just a heavily worn quarter. Silver quarters are 1964 and before so it isn't worth keeping. I see tons of them in change. I think there are a few 1965 quarter errors like a DDO and a wrong planchet but those are easily seen and this is not one of them.
This is a very common quarter and would only be worth keeping in the highest grades. Spender. You can practically find one of these in every single roll of quarters.
