Unquestionably dipped. I would like to see real pictures. If those are the seller’s pictures, they could be juiced, to make the coin look cleaner than it is. I thought those were your pictures. Seller’s pictures for a raw coin, anything is possible.

Who else thinks this could qualify for PL?

The absence of the luster grazes is the sure sign. They don't come out of the bags un-grazed like that. And this one looks to be a relatively recent dip.

And unquestionably those pictures could be on the flattering side, I learned that lesson the hard way...

It's very lustrous, but the fields aren't glassy.

Peripheral die crack. It won't affect grade or value, and these are quite typical of Morgan dollars in general. 1900-O tends to have rather pronounced ones, because they used their dies for a long time. Yours is VAM 23C. The only ones that are worth any sort of premium are large breaks, retained cuds, and full cuds.

From your pictures, MS65 seems reasonable. Flashy luster, attractive, minimal marks, above average strike for 1900-O.
