I found this Washington Quarter that has a die crack from the initials at the bottom of the bust to the number 9. It doesn't seem to go any further than the 9 even at 200X magnification. I thought die cracks had to go to the rim of the coin. True or false? Is this not a die crack you experts?

False - die cracks do not always go to the rim of the coin. They can and do occur anywhere.

Question: how common are die cracks? I just found one on an Oregon 2005 quarter. I’ve also found two last week on other quarters.

I think that they are fairly common. I found several examples without really trying. I think the only valuable ones are on coins in really good condition and with very prominent cracks.

die cracks in proof coins tend to go for a bit more, particularly the strong "spiked head" variety, as they are a current fad.
