I still think it's the influence of CAC. You can see all the threads about conservative grading in direct proportion to the rise of CAC. Also, maybe they figure if people have money to spend on grading they have a little more to resubmit the same coins to get the grade. Just my thoughts.
You can submitt coin in the original mint packaging and NGC doesn't charge a fee to remove the coins from the holders. I often send my coins in the mint packaging so I don't have to buy flips. But remember the person that received the package, is only the one that is going to remove your coins from the mint packaging and put them into flips. The graders have no clue if they were in mint packaging. This is a direct quote from NGC!!
Yes, both NGC and PCGS have and will accept coins in original mint packaging. And PCGS has on a good many occasions returned those coins in body-bags. Reasons have varied from harshly cleaned, altered surfaces, artificial toning - pretty much anything.

High end dealer? ME? I am but a small fry. I saw those coins in hand under MY lights, GE Reveals and my loupe. I did not think they were AT at all, this result suprises me. Bring them tommorow to Scottsdale Mike and we'll really examine them better. Last SoCal show I shook hands on a deal for a monster mint set, but when examining them at my table I immeadiatly knew they were gassed. Silver expert I am not, but we will take a closer look. My suggestion would be to ship them to Lehigh or Mark Feld for a quick look and opinion. The TPG's are tight these days no doubt, but on those it MAY be worth a retry. I have to say that I am not really surprised about the Franklin Half getting bagged. If you read the third paragraph in my original post about these coins, you can see the concern. http://www.cointalk.com/forum/t57160/ I just looked through Shane's (kyrptonitecomics) NGC registry set of toned Franklins and could not find even one coin with turquoise on it. The body bag for the Washington quarter is baffling to me, but then again, I have not seen it in hand. Keep them a while and see if the color turns.
Yeah, I had thought that it any one got bagged, it would be that Franklin. But the fact that the other 3 did too... well that really surprised me. Particularly the other Franklin that wasn't pictured. It had a blue obverse (which I've seen a number of times) and a slightly blue'ish reverse. And that was it.
