I would keep it it's a misaligned die, and it took a little portion of the R and E of liberty it;s off about 4 to 5 percent JC
Well not an expert, but I think a lot of things were common on the 1983 penny. If I found one off center like this with the tops of letters missing I would probably just keep it. I have been going thru all my pocket change this year just looking for little things like this. So far nothing good, but one 1983 with some cracks and a die chip.
I'd keep it and use it as a freebie to give out along with orders from auctions when mailing with the actual coin a buyer is getting from you. Makes it a bit of a surprise for them when they get their stuff with the extra item, but you are not out much.
I'd keep it, if enough are kept out of circulation there wouldn't be any and people might pay for them.
Hard to find out just how many there might be to base rarity on them and good luck finding many... seems like a 50/50-50¢ about half say keep, half say use/sell it.
As long as I know it's not very rare, I'm ok with that. I didn't want to have to go back through the last 2000 coins and find the other few of these that I didn't hold on to!
