The green is PVC. Buy some 100% acetone and dip it in there. Leave it for a while then gently run a q tip over it to get it in the letters and devices good. That should do the trick. If you don’t remove that PVC, it’ll permanently eat into the coin and ruin it.

I agree it looks much better than a 65 you probably got a steal deal on it

 

You got a great deal on it for 65 money. I bet you're right on the 66+. Is it in an older holder or a more recent submission?

It’s in an older PCGS holder. I guess it hasn’t been cracked out yet because of the CAC sticker.

 

I was luck enough to buy one just now didn't pay the $100 there selling on the Canadian mint website i got a better deal.
