I got this in some change the other day and I've never got one that looks like this. It looks as if it's rusted, but it has a smooth surface. Any idea what it could be? Thanks! If you need better pictures, let me know, and I'll try to improve them.

Maybe it's a missing clad layer. Plus it's beat up pretty badly. I have something similar and have been trying to figure out if this 1989-D Dime is missing it's clad layer. It's been soaking in distilled water a few days now to hopefully remove some of the built up dirt. This coin was also posted here: http://www.cointalk.com/forum/t57536/#post618487
The dime could be different, but that quarter looks like it has started to corrode from the ground. Just my opinion and I could be wrong.
