The green is PVC. Buy some 100% acetone and dip it in there. Leave it for a while then gently run a q tip over it to get it in the letters and devices good. That should do the trick. If you don’t remove that PVC, it’ll permanently eat into the coin and ruin it.

You got a great deal on it for 65 money. I bet you're right on the 66+. Is it in an older holder or a more recent submission?
I was luck enough to buy one just now didn't pay the $100 there selling on the Canadian mint website i got a better deal.

I'm sure I've got an NGC MS62 1848 in my long forgotten collection, and I think it's got the same heavy die polishing in the fields that your does. If it's the same die, we may have twins, except that I like the toning on yours better . . . I think mine is untoned. I'll have to dig into the neglected box next time I'm in the bank.
