This is a unique one, the l in liberty in doubled and slanted, and the o and d in God is doubled...along with we trust, but you cant see it as well. I am having a little trouble defining his ear... and what happened to his chin???

Looks like all damage to me and the plating looks pretty bad .

As Just coins said, looks like damage.
The slanted L in Liberty is probably from a coin counting machine.

    The rest...?

Since the mint mark was put on the master hub after 1990, if it is a DDO, the mint mark will be doubled also towards the southwest. Maybe that will help out.

Even though the 1995 (P) DDO is much more common and sought after, the 1995-D DDO is a much rarer coin and the price is much higher, but fewer people to buy it, only Lincoln variety collectors. However, not found often in circulation.

Sorry, but, as I said above, the L is damage, most likely caused by a counting machine.
As fo the rest, it is too difficult to tell from the pictures, you would need much closer magnification to be able to tell prepoerly.

However, there does seem to be post-mint damage to the surface.
