Hope you can see it clearly

 

It's Feeder Finger scraps on the die,
which will leave those 'rough' areas
you see just behind his neck, in both
coins pictured.

Don't forget that every coin struck from
those dies will have the same effect -
meaning that there are 100 or 1,000
times more coins with this error on it
than there are error collectors who would
want it....ie; interesting conversation piece,
and yes, an error, but no premium over
a half a dollar, maybe a dollar if you're lucky.
