Probably just wet ink picked up from the next bill in the stack. It is not a bleed through. These are common and does increase the value of the note. I consider it a definite spender.
Welcome to the funny farm, er, I mean Coin Talk @Claireishere. As mentioned above, it appears to be a minor ink transfer and is fairly common, so NAV, No Added Value, IMHO. Good luck in future finds. PS - I believe @Jersey magic man meant to say "does NOT increase the value" Just guessing.

I've a modern Lincoln Cent with a plating bubble. But this is the thing about it, it's no ordinary bubble. This one is shaped like a little top hat. The only thing better would have been were it shaped like a stove-pipe hat, the kind Lincoln had. But guess where it is. It's right smack on top of his head! Everyone I'd ever shown this to made me an offer on it. It's the same with these ink strays. The next time find one that looks like a big cigar he's enjoying, then you're going places...
No looks like a little additional ink. if it is an error, there's no collector value here in my opinion
