1989-D Cent Missing Copper Layer?

Here is the coin I mentioned in the Interesting Finds thread.

It's not genuine. The surface is covered by tiny bumps, which you'll never find in a genuine unplated cent. Some of these cents have had the plating chemically removed, while others have had a layer of zinc or zinc-colored plating applied to the normal copper plating.
