What exactly is this 2005 Bison error?

    i Have noticed something unusual when i opened up my nickle sets.
    On the reverse STATES ,the last s in states it seems to be filled with a clump of metal. Sorry no pics. any extra value to this? Any help is greatly appreciated. Thank you
