Per your data sheet, the pieces are issued by the central bank of Iraq and perhaps not a government mint. The data sheet specifically notes that they are not legal tender coins. That might make them something like Frankin Mint medals struck in the materials specified. I'm sorry, I really don't know anything about them other than the data sheet which you have. It might be nice to see pictures of the medals themselves. Very best regards, collect89
