    Jeff,

    That is a tough one to call...especially based on those blurry pics! I am going to venture some sort of pivot type Machine Doubling due to the extremely thin upper portion and extremely large lower portion of the Mint Mark. If it were normal Machine Doubling, then one would expect to see at least some (even if it it ever so slight) doubling on the Date and maybe some Lettering but I cannot detect any! Wait until Ben has a chance to look at it and chime in, as he is really good at these Proof RPM's and Doubled Dies.
