To the best of my knowledge the US Mint did not produce mint sets in 1982. I don't know what that is but the red flags are waving for me.
They made souvenir sets that were sold at the Mint gift shops, but I thought they had brass or bronze tokens in the set.
It's probably a set put together by a third party. I had a 1982 set like that a while back made by Krause Publications. It looks basically like a real mint set, but in the case of the one I had, it said Krause Publications and had a "kp" logo on one side of the plastic tokens. I read that a few companies did this to fill the gap, since there were no real mint sets. I'd imagine this is a similar set, since it doesn't look like any souvenir sets I've seen. I believe the souvenir sets were also separate envelopes for the P and D coins.
As said the Mint did not make Mint Sets in 82 or 83. They did make Souvenir sets, but they did have a copper mint medal in the sets, and the envelope said (at least on the 83 sets) Souvenir Set not Mint Set. But there were a lot of "mint sets" made up by private third parties back then to fill the void. The set in that auction is one of those third party sets.
