"place free advertisements" means in the main description of this forum and what you can do on it? Does that mean you can provide links for coin businesses? A friend of mine got summarily banned when all he did was "place free advertisements" in one of the forums. Seemed a little harsh to me.

If your friend had read the forum rules http://www.cointalk.com/forum/t34131/ then he would have seen that advertising for buying or selling is limited to the Open forum and the Auction forum. A member who has ten posts to his credit is allowed to post One post in each forum per week Auction forum http://www.cointalk.com/forum/f8/ Open forum http://www.cointalk.com/forum/f9/ Now I dont think that it is too much to ask that member follow these rules is It?
