Your guess is as good as mine. One coin looks worn (triangle 49 shot, right bottom) and should not be so clean. The AU coins are always difficult to tell if they have been cleaned. XF and lower should not be without some sort of toning. Its nice to look at the edges of suspect coins. Dipped coins often leave left over toning inside the reeded edges. Other than that, Id have to send it in to a grading company good at spotting dipped coins.
The seller claims that they are Gem BU. Perhaps he bought a "Gem BU" sets from the HSN TV show the other week (35 extremely shiny coins for $200...) and wants to make a profit?
Some of those coins look a bit too marked-up to be 64's. I don't mind the look of most of the "shininess" on those coins as they look quite lustrous. Some might have problems, but there's no way to know unless you really trust/know the seller and/or get the coins in hand.
