I think it might have been desertgem, who said exactly what this reminded me of... A bezel... Is this completely around the edge of the coin, or is this coin, carefully inside of something else?
Looks like a soldered on jewelry finding, makes it pretty! Makes you see real potential for new coin designs.
The reeding is part of the coin, not an added attachment or glued on. The coin should have denticals but they've been replaced or etched over by the reeding. Here are more photos, with a comparison photo of a normal Indian cent.
It looks like the "reeding" is at an angle, i.e., not straight across the edge of the coin. If the "reeding" is angled it could not be ejected from the collar. Therefore I say it is either post-Mint damage or post-Mint modification.
I think someone with artistic talent altered the coin to make the rim decorative. I think it's cool looking but I would say it's post mint.

Yes, that seems to be the consensus, one with which I agree. I like the suggestion that it was made along the lines of a Love Token or Hobo Nickel, or by a jeweler. In any event, it is an interesting piece, and I too really like it. Thanks.
