Remember - any odd coin, die variety, error coin or anything else you must first know what could have (or could not have) caused this during production. If you cannot explain it probably did not happen at the mint. We don't only give opinions we pull from our collective knowledge a reason it could have, (or could not have) happened during minting processes. We really do!
It looks like it has been melted with a torch. I can see a flow direction to the metal which indicates to me a direction of the flame. So, I'm going to say torch.
