I find them in my printer :) J/K. I go into any bank I pass when I have time and ask for $2's and halves. Even if they only have 1 or 2 I still get them. This particular bank had 2 and this was one of them.

if you look at the ink through a loupe... how does the ink look? does it look blurred when you look real close? or does it maybe have the wavy lines pattern like the normal printed areas?

    Noost...

Ink smears result from inadequately cleaned printing plates. The amount of ink left on the surface of the plate determines the size and shape of the smear, which can range from fine lines to spots and smudges and even broad bands.
The most common common collectable small size error is an ink smear. More of these than any other error escape the electronic and visual inspections at the BEP. Minor smears tend to appear more often in a ratio of 1:1000 notes than most any other smear. Smears covering 25% or more are very elusive errors!

The smear that you have appears to be a minor matte pattern offset smear.
Its a keeper in my book..the notes that preceeded this note will more than likely have a greater matee pattern..this one appears to have just gotten through with out detection from the electronic scanners...
A major smear of this variety would have a greater percentage of the note covered with the splotching effect.
    Nice find.
